The gambling business in South Africa was banned until 1994. The law called the South African Gambling Act, passed in 1965, prohibited all forms of gambling except horse races.

The National Gambling Act of 1996 specifies how casino licenses should be distributed among the provinces of the country. The total number of licenses is part 40.
Under the same law, no organization (organization or individual) has the right to hold more than 16 casino licenses nationwide or more than 2 licenses in a separate province.
